Is it purely because the roading companies can squeak more profit out of redoing the surfaces more frequently, and the fuel companies can make more money out of the higher rolling resistance compared to asphalt increasing fuel usage?

No, the 'centre-right' did not "sweep" the local elections. They did well in some areas, but they lost ground in other places. The left held their ground on Auckland Council, and they had gains in both Wellington and Christchurch.
