No-strings-attached, zero-means-testing, no-questions-asked cash payouts have been proven, over and over again, to be the most effective form of charity/aid going.

It gets people in housing, and it saves the state money. We know this. It's fact, not theory.
An Oregon pilot program giving cash to homeless youths sees a staggering reduction in homelessness. The program gave participants $1,000 cash payments each month for two years, and at the end of the project's first phase, 91% of participants reported being in stable housing.

Since then, there have been 2 more sedition arrests and now the pro-govt politician who facilitated the contract with the construction company is urging investigations into the new OC board (who opposed the bid).
DAB’s Peggy Wong, who defended the Wang Fuk Court Owners Corporation in Aug 2024 because they were doing a good job with repairs, is now reporting the OC to the police and ICAC for misconduct, negligence, and corruption

Worth clarifying that what scares GovHK most isn't demand for accountability, but who the public wants accountable – not just the contractors and specific govt officials but the systemic corruption that enabled this disaster. GovHK clearly sees that as an attack on the govt itself. Which says a lot.
This seems to confirm Beijing/GovHK are fully aware of the potential for anger over the Tai Po fire to escalate into mass action.

Sadly (yet predictably) it looks like they've decided to respond by stamping out all attempts to express that anger publicly and pretend that's what the public wants.
Go against public opinion? After a year of unrest, Hong Kong people gave their verdict on the protests in the 2019 district council elections. The result was a landslide defeat for the government. Afterwards, China abolished democracy so it could never happen again.
