The carve-out on the clean energy regulations wasn't Guilbeault's only problem with the MOU. There was no requirement for the support of Indigenous Peoples or the approval from British Columbia, even as Ottawa was offering to end a 50-year moratorium on oil tanker traffic along the coast of northern B.C., and the Pathways project now appeared contingent on a new bitumen pipeline approval. By Wednesday, Guilbeault realized the Liberals were backing away from a pledge they'd made to secure Green Party Leader Elizabeth May's vote on the budget — that they would not include a fossil fuel subsidy for oil recovery. He'd worked to eliminate it from the Nov. 4 budget, but here it was, once again. Would May support the Grits on another confidence vote next week? Would NDP MPs Gord Johns and Lori Idlout abstain again? Or would the Conservatives have to hide more MPs behind the curtain to ensure no Christmastime election? So the PMO tried to re-engage Guilbeault, after he'd been frozen out of earlier MOU discussions. There were suggestions that he could say he was putting the government on notice, and if discussions with Alberta on climate didn't prove fruitful by the April 1 timeline in the MOU, he could resign then.
