Australia proved this in practice. Long-term & indefinite detention causes harm. Suicides, sexual assault, abuse, hunger & despair for men, women & kids left to languish in PNG and Nauru. All of this well documented. It's also expensive - many, many times the cost of resettlement - and corrupt.
