I have NO insider info on this yet but enough ppl have been hitting me up about it that I figure it's easier to just give my read on the situation in 1 go:
Humanoids has a Paris branch & a Los Angeles branch. The LA branch is closing, but Paris (while also in a French version of Ch.11) is staying.

For me, a dialogue balloon isn't tangible - the characters in the panel can't see it, so it can't have a reflection. More to the point, it doesn't NEED to have a reflection. And in lettering, if I don't need to do something, I won't. Keep it simple, keep it clean.
