Ya I phrased what I meant really unclearly. What I shouldve said is like "the moral imperative to provide sufficient accommodations to disabled people makes excluding non disabled people from them via testing and gatekeeping very difficult so it's not worth doing that"

Actually giving everyone learning accommodations would remove both the burden and the stigma of seeking them from anyone who needs them, and would be a big positive step in education policy, just like free school lunch helps all kids and all their families. Gatekeeping hurts everyone.
Balancing "no person with a disability should be denied accommodations" with "it's important to discourage non-disabled people from pretending to be disabled to take advantage of these accommodations" is really difficult and I don't have a great answer for what anyone should do about it.

Here’s a perspective to think about: intelligence (whatever you think that is) is distributed as a bell curve, and being out on either end of that curve is effectively a disability.
Even by the standards of The Atlantic, this is an extraordinarily weak evidence base for an article.
Data from a tiny handful of schools that isn't measuring the variable at issue and a few thin, secondhand anecdotes.
