Isn’t the worry here that ‘very mild cases’ might become more severe without proper support and attention? Perhaps better triaging, more early help and stages of referral. Referring to children “clogging up” a system doesn’t sit comfortably.
Much as many will lobby against this, as parent to a child with severe ADHD, for whom it is a huge behavioural barrier to learning, and cannot be educated in mainstream school, he might get proper support & attention if the system wasn't clogged up with very mild cases.
