When you read the full transcript, Newsom's bigotry is even more clear: "We didn’t get into trans sports. That’s an issue no one wants to hear about... But it comes from my heart, not just my head. It wasn’t a political evolution. I don’t think it’s fair."
Here's where that quote that the GOP is pushing came from: yesterday's Ezra Klein podcast. Newsom brought it up unprompted. Doesn't really say what he believes, but seemed to want to get on the record as slightly less antagonistic to trans people.

Love ya NPR but this is incorrect. This was widely expected in the 1st second after some Dems caved on the shutdown. It didn't take us from November 12th until December 11th. We knew it right away. We knew they'd go head to head with plans neither side would agree with. The cavers called it winning.
