Exactly. This is one of if not the fundamental issue. No Billionaires - they simply should not exist. Power accompanies wealth the world over & it needs the power of the majority to say - and mean - ‘no more’. Corporations need to serve the public good as a priority over shareholders, at all levels.
You cannot have a functioning economy when so few people at the top hold so much of the nation’s wealth. It’s not sustainable.

Trouble is, Trump neither knows nor cares what ‘legal’ means. He has never done so. He has been adjudicated against so many times, it’s meaningless. He regards any judgement against him as a problem for the law, the system &/or complainant. This is how malignant narcissism works. This is who he is.
