It's incredulous to believe that 11 drug runners are on a 32ft uncovered boat.
1. too many people to draw attention.
2. Uncovered boat exposed to the elements is bad for narcotics.
3. That boat would never make it to Miami without refueling 4 times.
4. Why didn't they want to interrogate survivors?
