The climate prediction center nearly equal chances of above/below/near normal both temp and precip. Note: this is for the full winter, averaged out. Basically:
One interesting year: 2008-09 was way below normal precip but remember had the massive December snowfall.
The prediction for this winter is La Nina for Dec-Jan-Feb (DJF). It’s looking like a weak La Niña.

Past weak La Nina’s have been 6 above normal temp 5 below. Precip has been “all or nothing”

Mark points out we are in 10 consecutive winters with snow a record, and counting. Snowfall by decade has ticked up in our region. 69 days of east wind 25 mph or higher at Troutdale. We’re both “due” for a major arctic outbreak, AND a snowless winter.
Normal to above average to record snowpack in some locations still had very early “melt out” - (signs of climate change-my commentary)
February: onshore flow snow on the coast. Valentine’s Day snow storm 🖕sorry normally I love snow but this one really screwed us at the flower shop. Minor wind storm (9”80k power outages) Feb 24th. 983mb low into Vancouver Island. Washington snowpack struggled all winter.
December: Boxing Day Wind Storm gusts in the 40s across metro Portland.

January: gorgeous dry ridging 18 days without rain.

Huge Snowpack in SE Oregon. Really statewide.
Our last two “cold” winters were 1992-92 and 2016-17. Rockaway Beach Tornado last November. Remember the dumpster blowing in the wind?

-near normal temps
-no major wind storm
-3.0” official snow total
They took away our La Niña (last winter). It was marginal and officially it was a neutral year.
