In nearly every American country, from Canada to Argentina, amnesty or impunity have at some point left terrorists politically active or even seated in government. Oppressive laws, harmful regulations and exploitative practices are almost never rolled back. Consecutive governments that look forward not back instead of prosecuting coups, election malpractice, black site prisons, torture, assassinations, death squads, and all the worst organized criminal activity in government will eventually arrive at a totalitarian dictatorship. It is impunity that got them there. Only when impunity is ended and criminals are prosecuted will a country become secure again.
