We've always known physical accses to a machine allows you to mess with things.

Yeah you have the first part right, it is a skill game, but the second part - poker is definitely illegal in Idaho. There have been some underground games in Boise over the years but they all shut down over time. I only remember 1 game that shut down due to intervention by law enforcement, however.
