As someone who participated in the process, I would say it's because the government does not like what the Land Use Review reveals or the scale of change it necessitates.

Burning fossil fuels was more efficient than burning forests. Burning FFs saved us all and brought us time. Now we have end both, but ending deforestation aka meat & dairy is still ‘primary’ be definition. Planting trees without first reducing meat is worse than more solar without less consumption.

Not throwing away good resources is common sense, especially in the middle of an #Inequality & #CostOfGreedCrisis.
Yes turning off extra lights, unnecessary taps, can help the environment, but while we do so, the polluters commit #Ecocide on a global scale.
