Die Aussage wurde als Beitrag zur "Migrationsdebatte" ("Rückführungen") geframed (Kornelius: "einheitlich geregelte Zuwanderung"). Dabei ging es erstmal nicht um deutsche Staatsbürger. Dass es sich bei der Aussage um dog whistling handelt, ist klar.
Ja, rassistisch, etc. ist es natürlich im Kern auch. Wobei es ja in diesem Fall ja konkret um Migrationspolitik geht.
Nein, es ist ein Euphemismus. Warum nennt man die Aussage dann nicht ganz klar ausländerfeindlich? Oder möchte man die Gefühle der Landesverräterpartei AfD schonen?

Die #AfD wurde vom BfV als gesichert rechtsextrem eingestuft. Mehrere Landesverfassungsschutzämter haben das auch für einzelne Landesverbände getan. Insofern fordern Tauber und zu Guttenberg die Zusammenarbeit der #CDU mit Rechtsextremen. Scheint mir schlicht parteischädigend.
