I have no inside knowledge but I’d wager the Democrats are caving in order to save the filibuster, which Trump is pressuring Reps to nuke. The filibuster protects senators of both parties from having to take stands on tricky issues - preserving it is the only genuinely bipartisan issue on the Hill!
