Since we're talking subsistence farming, one of my hometowns is Norvelt, Pa. Created as a New Deal homestead, it was a path to home ownership and subsistence farming for a community of 254 families. The farming failed. A co-op sewing factory was built with govt loans, and subsequently privatized.
