I don’t necessarily expect China to achieve viable fusion before the US does (though it is possible given their massive government support). But I do expect them to build the resulting plants on time and on budget in a way we will struggle to.

So I get the point that this could just be a preemptive federal pardon for federal crimes no one has charged her with (and I assume will be outside the statute of limitations by the time Trump leaves).
