OMB is using footnotes to hide how and whether things are actually being funded.

But taxpayers deserve full transparency. So we're suing.

OMB should not be doling out funds behind closed doors and must make public the contents of legally binding spend plans that apportion fund. Full transparency is critical for effective oversight.
