82 decks out of 420 appear to be unpowered (if this worked right :D)

20%????? of the field was unpowered

I do think this is technically true at any point, players can agree to draw any game and play another? It's just not done in 1v1 because the person who is ahead will never accept the draw.

I'm not sure it should be allowed in 4 player tournament settings though.
