Governors could order state policing agencies to arrest ICE and Homeland Security agents for breaking state laws like assault, menacing, rioting etc.

I really do not understand why US citizens, where allowed by law to carry guns, do not do so. If armed thugs attack you, refuse to give their names, and show identification and have no legal warrants, why can't you shoot them? This is a rhetorical question, not a call for revolution.
