That's the idea of standardising it and having AI do it. It lowers the cost, not increases. When you standardise it becomes a single product mass produced lowering cost. If it's FIFA controlled it self learns from all the games past, present, and future everywhere. Look at hawkeye in tennis.

Dallas on VAR, chopping off a legitimate goal and awarding a dodgy penalty. VAR is a decent idea, poorly implemented (crap camera angles, inadequate equipment) vulnerable to human error, bias and manipulation. Should be standardised equipment with FIFA-trained AI and no human in the loop.
