Exactly. It's a wheeze where the additional costs (both debt financing and the cost of servicing the asset) end up outweighing any benefit.

What are the advantages of keeping the debt off the government’s balance sheet? Unless you think the investment is run more efficiently through a private sector contractor, you’re effectively paying a higher financing cost to try and hide the debt.

Not really. It’s just that people seem to talk about these investments as if they’re (1) likely to happen, and (2) almost like free money for the US. And neither is strictly true.

Other way around. If Saudi is investing in the US that will tend to put upward pressure on the dollar, downward pressure on the riyal - unless there's an offsetting FX flow to compensate. Easiest way to think about it is that Saudi has to sell US Treasury bonds to finance other investments.
