Thinking it through more -- and being a civil rights lawyers who's sued officials up to Scotus -- IMPORTANT IN SUIT to emphasize --that this is NOT legislative action (totally immune) but a ministerial act (no immunity). Sue Sue Sue. Seek injunction.

This is not a legislative act but a ministerial one he is refusing to do -- go to fed court immediately, on behalf of elected official, maybe her district, maybe state of Arizona and seek injunctive relief that he be required to do his ministerial duty.

protesters need to keep his office swarmed (if possible), and follow him about outside as well constantly asking why he won't swear her in. Wonder if she has a case to take to court over it?
