Fwiw on the mechanics here. FIFA signs contracts with the cities, the federal government has no official part in the process.

So, in effect Trump would need to lean on FIFA to back out on the deal which would be…legally messy to say the least.

Not that we should assume that means it can’t happen.
Soccer is a globalist sport and it is hard to imagine an organization better equipped than FIFA in navigating corruption. Trump stands no chance.
