What's new compared to previous reports? (1) Geographic expansion: From ~100 km (Kherson) to ~300 km (now Dnipropetrovsk, Kherson, Mykolaiv). (2) Crimes against humanity of forcible transfer now tied directly to the drone campaign (not just to removals from occupied areas)...
Unlawful deportation/transfer of protected persons = war crimes; compelling citizenship and document schemes breach the law of occupation. The COI is damning... describing "a profound disregard for human life and dignity."
2024–2025: Civilians were deported to Georgia via the Russian Federation (Verkhniy Lars), on the basis of entry bans (20–40 years) and Russian “foreigners” legislation applied to occupied areas; many had documents confiscated, faced detention, torture/ill-treatment, and threats.
2022–2023: Russian authorities transferred civilians via Vasylivka towards Ukraine-controlled territory, forcing them to traverse a 10–15 km “grey zone” under fire and mines; scenes were staged for media.
War crimes of deportations/forced transfers from occupied Zaporizhzhia: The COI cites a July 2022 decree by the Russian-appointed Zaporizhzhia administration enabling expulsions, and public statements by the Russian-appointed “governor” Yevhen Balytskyi boasting of evictions.
Corroboration: OHCHR’s September 2025 update records that short-range drones are the leading cause of civilian casualties near the frontline, with 69% of all civilian casualties occurring in frontline areas.
ZNPP vicinity: Some launches traced to the Zaporizhzhia Nuclear Power Plant area—contrary to IHL rules on siting military objectives near nuclear facilities. One resident of Nikopol city stated, “they know that nobody will shoot at the Zaporizhzhia Nuclear Power Plant”.
The Commission’s investigations found no indication of military presence at or in proximity to locations targeted by Russia. The fact that Russian drone operators carry out extensive observation of the affected areas allows them to identify the civilian character of their targets.
A woman from an affected area noted, “It is a lottery – will a drone fly in or not? You go to bed & you don’t know if you'll be killed or wake up in the morning.” Survivors invoked psychological trauma & fear. The ensuing coercive environment has compelled thousands to leave.
Entire localities have suffered heavy structural damage and have been temporarily or permanently deprived of services and basic utilities, as well as of any form of emergency support when it is most needed.
The documented cases demonstrate the intention of the Russian perpetrators to kill and inflict harm & large-scale destruction. The attacks have spread terror among the population and have rendered civilian life unbearable.
Russian units based on the left bank operated under a centralised command (“Dnepr” Group of Forces); the Commission of Inquiry identified Russian drone units/operators & linked the pattern to an coordinated policy to drive Ukrainian civilians out - a crime against humanity.
Scale & impact: From July 2024, 200+ civilians killed, 2,000+ injured in the three oblasts; ~3,000 homes damaged/destroyed; services degraded; first responders repeatedly attacked. The coercive environment compelled thousands to flee.
Recurrent, centrally coordinated drone attacks deliberately targeted civilians, homes, apartment blocks, markets, schools, hospitals, humanitarian points, first responders, and critical infrastructure—often with repeat strikes & incendiaries to cause fires & terrorise residents.
