Skill comes from the repeated process: learn, do, observe, learn, adjust, do, observe, learn, adjust, do.

Even giftedness, if there is to be growth, must learn and do imperfectly to hone their natural ability.

One must do something with what has been learned or it is simply knowledge, unless knowing is considered enough.

So learning without doing is (may be) fruitless.

And the doing must be done imperfectly if one is to learn from their doing.
