It would have to be done using drastic emergency laws. The Establishment would go crazy, as would 90% of the media. Not sure any government would or could take it on. The wealthy have managed to preserve their money for a thousand years, they're good at it. Actually revolution is the simplest way
Of course it sounds impractical for the reasons you mention, but there would be a way of doing it if governments had the will.
