So some quick comparative math, at the current numbers Montreal's REM is about US$5.94 billion for 42 miles (not finished costs may increase further) or around $141 million per mile.
At that rate KOP Rail at 4.5miles would be $640 million

Tldw: SEPTA Silverliner IV update:

-All FRA ordered inspections are completed as of this morning
-Cars expected to return at about a 5 cars per day rate, repairs dependent
-RFP for replacements out now, would like to have an option picked on the earlier side of next year
