we've been pushing for the city to re-examine parking mandates basically since ZFH passed. it's now included in the FY '26-27 "Interdepartmental Long Range Planning Work Program" (see image) so the convo should at least happen

- study the impact of a new grant to the local shelters
- study the potential for a new bike lane by implementing a trial
- study the cost of better buses by increasing frequency on a few lines
