Have to ask, though, why prepare for 2C when there's no concerted action to make that the limit? On present performance, it will rapidly be exceeded. With the US, Russia and China busy comparing dicks and sabre rattling, this has all the makings of a near-extinction level event.

One mistake Labour made in their first year is loading quite a few new costs onto business all at once. They are risking doing something similar on immigration, I think.
