In my opinion, this happens when 90% of your party candidates are LAWYERS- they look for ways to escape the rules.
If I was emperor of Australia, I would tell the parties "did you want ms X to be education minister, and Mr N in Health? They're lawyers, so NO, go find a teacher and a doctor."
