on internal installs, roots can just be on-disk so always support them

FIXME: Should exclaves allow roots on customer?

FIXME: How do we handle roots on macOS? Should we allow it for unzippered twins but nothing else? Or only if the file system is live? For now always allow them

We can always install roots in to the sim runtime

Customer embedded devices can always override libdispatch, but only in developer mode

First time I ever looked at clearsky in the early days of the app one of the first lists I got put on was an “excluded accounts” list of an MLM feed. No idea what prompted that
