Another key difference in the development of manga is when they had their inevitable "Won't someone think of the children!!!" morality explosion where the government and parents freaked out about manga creating future murderers...

Publishers said "Eh, fuck it!" and didn't change thing.

Insane to think of how manga developed compared to Western comics in terms of ownership. Artists owned their characters and licensed them to rival companies. At one point in time Fujiko Fujio was doing DOREAMON strips for like... six rival mangazines. Completely different strips with new content.
