You can use empathy for ill, but is that really the problem in modern politics? The far-right has to much empathy, they use it wrong? No, they are generally pretty cruel and selective in who gets empathy at all. Empathy can be used for ill, but generally it's a force for good in society, come now.

Studying other people's experiences can help develop it. Trying to teach people about the humanity of others. Nothing is a guarantee, but it helps lessen cruelty in general which is generally needed for immoral behavior.
