1000%. Luckily, it carried over for me into HS and I had friends who also liked to read. Plus, a lot of us wrote our own stuff too. It's really the assumption of “well, they'd rather be on their phones!” sure, some might, but there are tons who want to do other things but just need help.

Thiiis. Honestly, reading time during the morning part of the day (30 minutes) was great; our teacher had to bribe us to stop reading most of the time. Weekly library trips, BOOK IT (food motivating but still fun), GOOD Scholastic Book Fairs - I miss it myself
