I think there might have some rational scheme at some point in the 1970s, but now, except for the first number (2xx, 3xx, 4xx) etc indicating level of difficulty, it is otherwise totally haphazard.

Five of the six private universities invited to join Trump's "Compact" have rejected it: Brown, Dartmouth, MIT, Penn, and USC.

Vanderbilt is the only private university still considering selling academic freedom and civil rights in exchange for an unfair advantage in competing for federal grants.
