Once again, if the administration had a good story to tell on the law and facts, they would be telling it.

But they don’t, because these strikes are illegal.

And seems victims have all been civilians, because there is no armed conflict and no enemy combatants.

There is so much corruption in Trump USA, Inc. that it is very difficult to keep track of it all. In this instance, conflict of interest is they name. I just now thought of renaming the Trump's presidency "Trump USA, Inc." because so much of it is defined by the corporate grift.
