Right. The point is that Gilt yields reflect all those issues rather than the level of debt to GDP. So focus on trying to fix the issues rather than on the level of debt to GDP.

Exactly. It's a wheeze where the additional costs (both debt financing and the cost of servicing the asset) end up outweighing any benefit.

What are the advantages of keeping the debt off the government’s balance sheet? Unless you think the investment is run more efficiently through a private sector contractor, you’re effectively paying a higher financing cost to try and hide the debt.

Not really. It’s just that people seem to talk about these investments as if they’re (1) likely to happen, and (2) almost like free money for the US. And neither is strictly true.
