Dozens killed. No evidence that any of this was necessary or justified.
How would Block money be awarded? What would it based on? Population? Need? State economies? We are talking about something that would take years to implement & I doubt the Trump administration will act on it any time soon. Johnson won't even open the House for legislation. There is $$ for SNAP.
There is no 60% on SNAP for states and counties are a different set of metrics. Plus, Covid was a major influencer for benefits, so the year is important. Facts matter.
The subject is states in 2024. New Mexico is at around 21% and one of the highest.

The average for food assistance is 12.3% of the population across the US.
Still, it's not necessarily about low income populations & food assistance but the overall financial picture of the state itself. A state like Texas or Oklahoma has oil revenues whereas New Mexico relies more on Tourism. Not all states are rich in natural resources that can fill state coffers.
