You can do all of the same without "generating" a theme but rather making it scriptable. So, no external tools, GDScript-driven, reusable definitions. That's how the minimal theme v2 was made:

good software also presents interaction modalities that make sense for its use case. although it's byzantine, ffmpeg makes a great example here; ffmpeg is consistently available to you where you want it, offering up code based, scriptable, and finally graphical interfaces as needed

They do but they’re far more scriptable. Alright AutoIt will move the mouse for you but it’s slow and clunky for batch jobs.
