The question remains: will the Agents follow the law?
I don't think so, so I'm not sure how valuable this law is. In a sane future, maybe. But currently? Californa could've also passed the: "No Breastmilk for ICE kids" law instead.

Second, even in regular times, north of Santa Barbara, you need to treat the Pacific Ocean like a dread eldritch creature, not a fun swim
