Developer Transition Kits came out in June 2020
Apple Silicon Macs came out in November 2020

Steamworks SDK became arm64 compatible on macOS in September 2021
Steam Client became arm64 on macOS in June 2025

5 years, so around as long as the Index hasn't worked properly on Linux for too

Are linked lists used much at all in general, like exposed in the APIs at least? Like, with sorting I never write sorting code myself because every stdlib has sort(), but with linked lists, I just don't recall seeing them anywhere? (maybe Java SDK but that was long ago)

no, Steam doesn't support arm64 anywhere outside of macOS. consider also it took them over 1 year after ARM Macs became a thing for an arm64 version of the SDK to become available (i.e. no game could be native arm64 if on Steam), and there is still no arm64 Windows/Linux version of the SDK...
