In the case of your friends, while only a CBSA guy or perhaps an immigration law specialist would be able to give a solid answer, I’d hazard a guess that A. Deportation is a different process from prosecution for a criminal offence and B. Classic fragmentation within Canadian law enforcement.

Yes, I’m in the U.K., at university we use Roma because we have a very international crowd and don’t want to cause offence but in the UK the community doesn’t see gypsy as offensive.
