Toward provably private analytics and insights into GenAI use Albert Cheu, Artem Lagzdin, Brett McLarnon, Daniel Ramage, Katharine Daly, Marco Gruteser, Peter Kairouz, Rakshita Tandon, Stanislav Chiknavaryan, Timon Van Overveldt, Zoe Gong http://arxiv.org/abs/2510.21684 Large-scale systems that compute analytics over a fleet of devices must achieve high privacy and security standards while also meeting data quality, usability, and resource efficiency expectations. We present a next-generation federated analytics system that uses Trusted Execution Environments (TEEs) based on technologies like AMD SEV-SNP and Intel TDX to provide verifiable privacy guarantees for all server-side processing. In our system, devices encrypt and upload data, tagging it with a limited set of allowable server-side processing steps. An open source, TEE-hosted key management service guarantees that the data is accessible only to those steps, which are themselves protected by TEE confidentiality and integrity assurance guarantees. The system is designed for flexible workloads, including processing unstructured data with LLMs (for structured summarization) before aggregation into differentially private insights (with automatic parameter tuning). The transparency properties of our system allow any external party to verify that all raw and derived data is processed in TEEs, protecting it from inspection by the system operator, and that differential privacy is applied to all released results. This system has been successfully deployed in production, providing helpful insights into real-world GenAI experiences.

That protective order ensures confidentiality of all categories of sensitive information that might be produced in this case. Given the intensive public interest in this litigation, it is important that the proceedings are not subjected to undue secrecy, and that the government is not permitted to hide the proceedings from public view by over-designating materials as confidential. After Court, on October 22, 2025, Plaintiffs followed up with the government, identifying the limited number of incidents for which Plaintiffs sought responsive documents, and asking about the timing of the government’s document production, saying that Plaintiffs preferred that the government to provide documents on a rolling basis, given the expedited schedule. Exhibit B (Correspondence regarding document productions). The government did not respond. 4. On Friday, October 24, 2025, Plaintiffs again followed up, asking the government to being its production. Id. Again, the government did not respond. 5. The government has not produced any responsive documents to date, despite that depositions are to begin on Wednesday. 6. Today, October 26, 2025, the government sent a proposed “clawback order” and a proposed protective order to Plaintiffs. Exhibit C (Defendants’ proposed orders). The parties conferred shortly thereafter and are at an impasse about an appropriate protective order for this case. 7. Defendants’ proposed clawback order is unnecessary, given that the Federal Rules of Evidence and Federal Rules of Civil Procedure sufficiently cover that issue. Meanwhile, Defendants’ proposed protective order would permit Defendants to mark all documents relating to this litigation as confidential, which would have the effect of making all questions at depositions and many filings inaccessible to the public. Plainly there is no good cause for doing so in a case that is about the government’s use of force against civilians in Chicago. This Court’s model protective order already lists every category of information that might be confidential in the records the government will produce in this case, and the Court should enter that order. Plaintiffs’ Proposed Confidentiality Order Plaintiffs have moved that the Court enter a confidentiality order. The Court has determined that the terms set forth herein are appropriate to protect the respective interests of the parties, the public, and the Court. Accordingly, it is ORDERED: 1. Scope. All materials produced or adduced in the course of discovery, including initial disclosures, responses to discovery requests, deposition testimony and exhibits, and information derived directly therefrom (hereinafter collectively “documents”), shall be subject to this Order concerning Confidential Information as defined below. This Order is subject to the Local Rules of this District and the Federal Rules of Civil Procedure on matters of procedure and calculation of time periods. 2. Confidential Information. As used in this Order, “Confidential Information” means information designated as “CONFIDENTIAL-SUBJECT TO PROTECTIVE ORDER” by the producing party that falls within one or more of the following categories: (a) information prohibited from disclosure by statute; (b) information that reveals trade secrets; (c) research, technical, commercial or financial information that the party has maintained as confidential; (d) medical information concerning any individual; (e) personal identity information; (f) income Image text: 4. About that Monitor: it appears that this person will have an unprecedented degree of access to internal UCLA "documents and data," communications, disciplinary hearings, and so on, with limited exceptions such as attorney-client privilege that don't generally shield faculty, staff, or students.
