In the case over Trump's National Guard deployment in and to Illinois, the Seventh Circuit grants a similar partial administrative stay while it considers DOJ's stay pending appeal:

The court stays the TRO's coverage of the federalization but denies the stay as to the TRO blocking deployment.

The following are before the court:
1. EMERGENCY MOTION FOR STAY PENDING APPEAL AND IMMEDIATE
ADMINISTRATIVE STAY, filed on October 10, 2025, by counsel for the appellants.
2. RESPONSE TO EMERGENCY MOTION FOR STAY PENDING APPEAL AND
IMMEDIATE ADMINISTRATIVE STAY, filed on October 11, 2025, by counsel for the
appellees.
IT IS ORDERED that appellants’ request for an administrative stay is GRANTED as to the
federalization of the National Guard and DENIED as to the deployment of the National Guard.

#BREAKING The 7th U.S. Circuit Court of Appeals PARTIALLY grants the stay sought by the Trump Administration.

The stay is GRANTED as to federalization of the National Guard.

But it is DENIED as to deployment.

So deployment still BLOCKED, but troops "do not need to return to their home states."
