In the case over Trump's National Guard deployment in and to Illinois, the Seventh Circuit grants a similar partial administrative stay while it considers DOJ's stay pending appeal:

The court stays the TRO's coverage of the federalization but denies the stay as to the TRO blocking deployment.
The following are before the court:

ADMINISTRATIVE STAY, filed on October 10, 2025, by counsel for the appellants.

#BREAKING The 7th U.S. Circuit Court of Appeals PARTIALLY grants the stay sought by the Trump Administration.

The stay is GRANTED as to federalization of the National Guard.

But it is DENIED as to deployment.

So deployment still BLOCKED, but troops "do not need to return to their home states."
