The appeals court weighed in after a federal judge concluded that deploying troops in and around Chicago would likely lead to civil unrest, and barred the president from doing so.

The court stays the TRO's coverage of the federalization but denies the stay as to the TRO blocking deployment.

The stay is GRANTED as to federalization of the National Guard.
But it is DENIED as to deployment.
So deployment still BLOCKED, but troops "do not need to return to their home states."
