These layoffs and then rehires are not the first ones of this Admin and seem to be equal parts:

-Complete incompetence and lack of understanding of the agency

-Taking on Silicon Valley “move fast and break things” attitudes

-Testing the limits to see if there is significant pushback

Is it too much to hope that maybe these rapid-fire fired-rehired reports during the shutdown are actually politicals at agencies pushing back against Vought? I’m not sure, but it seems different from waiting weeks to rehire because you realized it was dumb or because a court told you to.
