With how often I miss jumps during platforming segments of veilguard, I think it's far more likely that the crows didn't actually send Rook away because of the Antaam prisoners thing but instead because he kept falling off of rooftops and the Crows were getting embarrassed.

Love that the pet animals/give to beggars icon at first glance is the same as the loot icon in DA Veilguard because it's unintentionally turned my loot hungry Rook into the most generous, animal friendly person around.
