Looks like this was collusion between Schumer and Thune. Schumer announced he'd be calling for unanimous consent at about 5PM. All the GOP Senators left for dinner, leaving an almost empty chamber. Schumer made the motion, no one objected, it passed. (Normally the GOP leaves someone there.)
